The tool turns explicit answers about credential status, experience, evidence, National Board status, and credential family into a planning category. It stops when a required fact is uncertain or outside scope, and it does not make the final credential decision.
Inputs
The browser form asks only the facts needed to distinguish the three out-of-state routes: whether a state credential exists, whether it appears professional-level, the experience band, whether two Route 2 documents are available, National Board status, and the requested credential family.
The tool does not ask for a name, email address, certificate number, school name, transcript, upload, or password. Answers stay in the page and are not sent to a Teaching Route server.
Rule sequence
- If there is no out-of-state credential, return an out-of-scope state.
- If credential existence or professional-level status is uncertain, stop the automatic route and ask for verification.
- If the credential family is special education or a service certificate, return an out-of-scope state for this first release.
- If National Board Certification is confirmed, treat Route 3 as the closest planning route.
- If two or more years of experience and both evidence items are confirmed, treat Route 2 as the closest planning route.
- If a required Route 2 document is definitely unavailable, show Route 1 with a notice about later Clear requirements.
- If availability is uncertain, return a needs-verification state instead of assuming the best or worst case.
What “closest route” means
“Closest route” is a planning description. It means the answers most closely resemble one of CTC's published fact patterns. It does not mean a credential will be issued, a subject is accepted, a fee is correct, or a processing time is reached.
Professional-level status and comparable subject area remain CTC review questions. The tool deliberately keeps those as cautions instead of turning them into an automatic fact.
Source hierarchy
- California statute or regulation, when a page links to controlling text.
- The current CTC route pages and official FAQ.
- Current CTC forms and application instructions.
- Other official California education sources, clearly labeled.
- Community reports only as research leads, never as final rule evidence.
AI use and human responsibility
AI-assisted tools are used to draft and review material, organize research, and generate code. AI does not run inside the route checklist and is not given the user's answers. A cited CTC page remains the source of record.
The editorial and release responsibilities remain with the publisher. Whenever a rule, source date, or document requirement cannot be verified, the correct response is to withhold or qualify the statement, not to fill the gap with a confident guess.
Version and review
Current rule version: ca-out-of-state-2026-10-18. Current source review: 2026-10-18. The release gate requires a source review date on route pages, a second review before public indexing, and a corrections log for material changes.
